MEMORANDUM FOR: Chief, Real Estate and Construction Division, OL
SUBJECT : Telecon Inquiry from NCPC about Parking at
Headquarters
1. On 22 November 1972 at approximately 1630 hours, Mr. Edward
Hromanik National Capital Planning Commission '(NCPC), called to inquire
STATINTL of Mr. Chief, Real Estate and Construction Division, the
number of existing employee parking spaces at CLL. Headquarters and the
number proposed in the CIA Preliminary Master Plan which is currently
under review by the NCPC.
2. The attached data sheet was extracted from the Building Planning
STATINTL Staff (BPS) files for reference and shown to Mr. - Mr. Kullberg
advised Mr. that these figures had never been divulged
STATINTL to NCPC for security reasons.
3. The writer returned Mr. Hromanik's call and gave the following
information to his secretary:
a. For security reasons, neither the number of employees nor
the corresponding number of parking spaces could be divulged.
b. Our master plan provided for a 30 percent increase in employee
parking from existing conditions, and this planning is within the previously
established guidelines approved by NCPC (i.e., population less than

4. The current practice of not revealing Agency personnel strength is
a continuation of policy established for the original planning of the Headquarters

Logistics, reenforced this policy on 14 April 197: by instructing the Building
Planning Staff not to list parking figures on the Preliminary Master Plan
drawings. See attached memorandum.
