Blake, Director of Logistics, and the undersigned met with Mr. Russell Dickenson, Director, National Capital Parks (NCP) at his office at 1100 Ohio Drive, Washington, D. C. The meeting was held at Mr. Blake's request, and he stated initially that the purpose of the meeting was twofold; first, to make Mr. Dickenson aware of the Agency's plans for development of the Headquarters compound; and secondly, to inquire of the NCP plans for their adjoining land. 2. Mr. Blake discussed the Agency's plans for construction of a garage, the role of the National Capital Planning Commission (NICPC) in this process, and their requirement that the Agency submit a Master Plan for utilization of the Headquarters compound. Mr. Dickenson was shown a copy of the Master Plan (naps illustrating buildings, road access, and landscaping, with emphasis on what effect the development would have on the portion of the Agency property adjoining the NCP property, Mr. Dickenson expressed complete satisfaction with the Agency plans. 3. Mr. Blake advised Mr. Dickenson that the development of the 'luster Plan was solely as an accommodation to the requirements of NCPC. Mr. Blake emphasized that the Agency has no current or future plans to implement the Master Plan, with the exception of the relatively small garage construction. 4. Mr. Blake then inquired as to NCP plans for their property. In doing so, Mr. Blake explained that he was anticipating a question from NCPC regarding the Agency's Master Plan and its relationship to other Federal plans in the area (i.e., NCP and the Bureau of Public Roads). Mr, Dickenson replied that NCP`s plans for the area were quite modest. This display is planned for the interior of the property, removed from the land immediately adjacent to the Headquarters compound. Further devel- opment, when possible, is planned to be limited to traills and picnic areas plus maintenance of the status quo in the baseball diamond area. 5. Mr. Dickenson went on to say that even development of the property along the above lines is presently in limbo pending the outcome of negotiations with the Fairfax County Park Authority (FCPA) over the possible! exchange of a portion of the NCP McLean tract for equivalent FCPA land in the Burling tract, which is located beyond the Beltway along the Potomac River. The NCP interest in this exchange stems from their desire to protect the Potomac palisades. The FCPA is interested in a portion of the McLean tract for community recreational development. The exchange is hampered by complications resulting from dual jurisdiction of the Burling tract by the FCPA and the Northern Virginia Regional Park Authority, and also by an NCP desire to base the exchange on the value of the respective properties rather than an acre for acre exchange. (There are undoubtedly other hitches which Mr. Dickenson did not mention.) Mr. Dickenson stated that action now lies tvi?h FCPA. Should the exchange go through, Mr. Dickenson speculated that FCPA would develop the area with the addition of tennis courts, a swimming pool, refreshment stands, etc. _ ~.. 6. Mr. Dickenson expressed appreciation for the opportunity to review the Agency's plans. He stated, however, that he understood no development was actually planned by the Agency. He also stated that he would contact Mr. Blake in the event of further developments regarding use of the NCP property. 7. At this point, the meeting was terminated.
