This is a somewhat complex Logistics package
.which has been here in DD/MVS since mid-January 1974.
There appears to be a number of discrepancies and in some
areas there has been some separate action, as with the
shuttle bus .and motor pool service.
I basically agree with Mr. - on the "c" STATINTL
option, but would suggest a kick-off meeting in-your office
with Frank Van Dammand his designated representative, along
with In effect the Plans Staff and Logistics
will have to be sure this report is pretty accurate and correct
before consideration can be given to the recommendation that an
inter-Directorate task force be established. Again, I agree with
in that I don't feel a committee will resolve the
aspersion problem. Frank will probably be too busy to actually
work on this item.

OL's 8th objective for FY 1974 was to "continue to review the problems
and inefficiencies caused by the physical dispersion of our Metropolitan
Washington establishment and recommend action consistent with changing re-
quirements and the economic and political environment.'...and submit a report
to the DD/M&S by 31 December 1973.
The report was received 22 January and routed to the Plans Staff for
review on 28 January. We found discrepancies in some of the figures which
were sorted out toward the middle of February. completed a STATINTL
thorough analysis of the paper a couple of weeks ago.
OL recommends "that management objectives aimed toward eliminating
dispersed locations and achieving related efficiency improvements be estab-,
lished and pursued in the future by each of the Directorates involved."
I don't know what they have in mind here; what they think might be done at
the Directorate level. I have some difficulty trying to conceive and formulate
an achievable objective and action plan for the DI)/M&S which would permit the
elimination of the dispersed locations of the Offices of Finance, Logistics
and Training, for example. What could the other Directorates do? The recom-
mendation is meaningless, at least without further elaboration from the Office
of Logistics.
OL recommends "Further, that a study group or task force, to include as
members representatives from each of the Directorates involved, be established
to ensure coordination and complete uniformity of efforts to achieve the ob-
jectives." I don't find this to be very meaningful either.
We need some dialogue with OL. I seem to recall vaguely some vague
references to a renewed reactivation of a Building Planning function. Perhaps
this whole package should become an input to that function.
How to proceed:
a. Since this paper is intended to complete OL's action on
their 8th objective for FY 1974, we might discuss it at their
management conference Thursday, 18 April.
b. We might pass it back to OL with comments requesting
clarification of the recommendations.
c. A-DD/MFRS or C/Plans Staff might discuss the whole problem
with D/OL to seek clarification and try to figure out what to do
next.
I would opt for c and volunteer to pursue it with D/OL. 25X1A
