Approved For Release 2005/08/24: CIA-RDP86-01129R000100010001-1 17 May 1084 Planning Staff Commander, Joint Military Reserve Training Command (JMRTC) SUBJECT: Military Reservists Subject to Recall REFERENCE: Draft Federal Preparedness Circular (FPC) 11, dated 22 March 1984 1. Members of JMR'.N, the multi-service military reserve unit sponsored by the Agency would be unaffected by the terms of the proposed revised FPC. Under the terms of the arrangement under which the Agency unit was estalbished the members of JMRTC revert to the operational control of the DCI after Congress declares war or a national emer- gency. This agreement is reaffirmed in a new memorandum of understanding between the Army and the Agency that is now in the hands of the Secretary of the Army. 2. The JMRTC was established to ensure that military reservists having experience in strategic intelligence would be able to apply that skill in time of mobilization. Indeed under a proposed reorganization of the JMRTC, an emergency planning group will be established to assist in the planning and implementation of actions determined necessary by the Agency Emergency Coordinator. 3. The reference FPC 11 does, however, apply to a substantial number of employees who are active-reservists belonging to units other than the JMRTC. These people would in fact be subject to recall to their reserve units upon mobilization and it would be well for the Agency to assess the likely impact of such an event. It should be noted that the JMRTC is a category D unit (i.e. inactive duty training drills are not for pay) while most of the other reserve units to which Agency members belong are category 13 (for which inactive duty drills are for pay). It is this difference that has led a number of Agency staff members to join outside reserve units, 4.
