2. References la and b establish policy and procedures for the organization,
administration, and operation of Reinforcement Training Units (RTU) and
-Mobilization Designee Detachments (MDD). References lc and d elaborate on
problems concerning these units and stress the Major US Army Reserve Command
(MUSARC) Commander's responsibility for command and management of these units.
3. This letter is to reiterate requirements contained in above references
and to provide additional guidance in concert with First Army's intensified
,management of RTU and MDD. In order to enhance the effectiveness and manage-
ment of these units, addressees will ensure that: J
a. Designated RTU and MDD are managed in accordance with references and
insure these units are listed correctly on MUSARC rolls.
b. RTU meet the criteria in paragraphs 2-6, 2-7, 3-28, and other pertinent
portions of AR 140-1, as appropriate.
c. MDD meet the criteria in paragraph 4-5, AR 140-145 and paragraph 2-8,
and other pertinent portions of AR 140-1, as appropriate.
d. Each RTU and MDD has a current missiQn statement,

UBJECT: Organization, Administration and Maintenance of Reinforcement
Each MDD has a properly designated proponent agency.
J. RTU maintain a minimum strength of ten members, except med.i~.:ul,
chaplain, JAG, civil defense and military intelligence units which may
have five;'and MDD maintain minimum strength of five members. Units failing
months will be reported to this headquarters, ATTN: AFKA-PA-R, for inactiva-
tion not later than 45 days after the expiration of three months period.
g. Annual training programs are prepared, coordinated and on file in
the MUSARC headquarters. In addition, the following selected training
,requirements contained in references la and b are emphasized for special
attention and compliance:
(1) RTU will maintain the training proficiency standards prescribed
r troop program units.
(2) RTU may be organized to train in accordance with a program pre-
.scribed for TOE or TDA unit or 'to perform functional type training.
(3) RTU annual training program will be reviewed and approved by
MUSARC commanders in accordance. with subparagraphs (1) and (2) above.
(4) RTU will not be organized for the purpose of conducting study
groups. However, study group instruction may be conducted as an adjunct to
the RTU's primary nonacademic mission. When study groups are conducted, the
students will not be members of the RTU, nor be awarded retirement point
-credit for IDT assembly attendance.
(5) MDD annual training programs will be approved by proponent
agencies and/or MUSARC as appropriate. Copies of approved programs will be
maintained and filed at MUSARC headquarters.
h. Members of RTU and MDD are included in the MUSARC Physical Fitness
and Weight Control Program.
i. Officer and enlisted evaluation reports are correctly prepared and
timely submitted.
. j. Approval of MDD proponent agency is obtained prior to appoint-
ment of detachment commander. Requests will be forwarded by MUSARC direct to
proponent agency. Upon approval, MUSARC will publish appropriate orders
announcing such appointments with distribution of orders to proponent agency
and this headquarters, ATTN: AFKA-PA-R.

SUBJECT: Organization, Administration and Maintenance of Reinforcement
Training Units (RTU) and Mobilization Designee Detachments (MDD)
k. The best qualified and available officers are appointed as RTU
commanders.
1. Justification for continuation of units is submitted to this
headquarters, ATTN: AFKA-RM-FS, each year. Request for extension and/or
discontinuance will be submitted not later than 60 days prior to orders ex-
piration date. MUSARC Commanders will obtain and-consider the comments and
.recommendations of unit commanders concerned before recommending discontinuance
of such units. These comments will be forwarded to this headquarters along with
request for discontinuance. -
m. DA Forms 1379 (Unit Record of Reserve Training) are reviewed and
maintained at MUSARC headquarters for each RTU and MDD assigned.
4. Questions and clarifying guidance concerning the administration and operation
of RTU and MDD will be referred to appropriate staff offices, this headquarters,
as follows:
a. Personnel/administration matters - Personnel Division, DCSPA, AFKA-PA-R,

b. Training matters - Unit, Training Branch, DCSRT, AFKA-RT-UU, AUTOVON
923-7309/7931. -
