1. SecDef take appropriate action to bring
military intelligence organization within
DOD into full consonance with the concept of
Defense Reorganization Act of 1958. Toward
this end.,
b.. Strengthen the authority of the
Joint Chiefs of Staff in intelligence
coordination by:
(1) Increased intelligence resources.
The DIA, which reports to the SecDef
through the JCS, will provide a strong
centralized intelligence agency at the
Washington level. The Current Intelligence
and Indications Center was fully activated
on 5 Nov 1961 and is supporting the joint
War Room. The JCS have forwarded to SecDef
recommendations for actions to strengthen
the intelligence capabilities of the
unified and specified commands. These
recommendations include designating the
Director, DIA, as their primary agent in
providing intelligence support to the
commands.

The Office of Requirements,. DIA., was
scheduled to be fully operational by
1 Dec 1961. Due to a delay in receiving
properly qualified and cleared personnel
on board,the processing of military intel-

schedule. By 1 Jan 19628 however, the
Office of Requirements w:i12'e,be adequately
manned, and will be processing all military
intelligence requirements.

1. The reference charged the Director. DIA. with the responsibility of
expediting all those recommendations of the Joint Study Group applicable
to the. Department of.-Defense other than those for which NSA is responsible,
and to submit a monthly report on the status and estimated completion date
of each recommendation. The attached comprises the first report in response
to the reference.
2. The establishment of the Defense Intelligence Agency has created the
mechanism which will, as the DIA activation plan is implemented, complete
action on most of the recommendations applicable to the Department of
Defense. As indicated in the attachments the action has already been
completed on two of the recommendations.
3. In order to make the report complete and meaningful, a status report
on those recommendations for which NSA is responsible is included'

3. Closer control of budgeting procedures On 28 Sep 61, SecDef requested DIA to Continuing

officers. These statements have been analyzed
in OSO, and discussions initiated with the
Office of Manpower, OSD, to explore approaches
to solution of this recommendation.
DIA has been assigned responsibility in the field
of training and career management of intelligence
personnel, military and civilian, within DOD.

the JCS, and the Service Secretaries
advising them of the action taken by
the Secretary of Defense.
The revised directive will provide for:
a. Placing the responsibility for
technical control of ELINT on the Director,
NSA.
b. Establishing a centralized cognizance
of ELINT foreign liaison.
c. The establishment of a means for
annual review by the SecDef of
electronics intelligence requirements

Agencies when such instructions are
within the capability of the unit to
perform without further action of the
Chief of the agency concerned.
c. Provided in the NSA reorganization
of July 1961, for the attachment of
representatives of the Commanders of
the Service Cryptologic Agencies to
the National Cryptologic staff, and
at the same time, eliminated the
additional duty of the representatives
as office chiefs (GENS-l, 2, 3) in the
Production Organization.
d. Published a revision of operational
doctrine (OPDOC No. 8) providing for
the tasking by NSA of ELINT resources
of the Service Qryptologic Agencies.

Operations) has been disestablished
effective 31-0ctober 1961. Further
action in reduction in membership of

of DIA and discussion between the
Secretary of Defense and DCI.
The Joint Chiefs of Staff are now
preparing recommendations for
submission to the SecDef for re-
allocation of intelligence personnel

to unified commands and their
component commands.
