SecDef take appropriate action to bring military intelligence organization within DOD into full consonance with the concept of Defense Reorganization Act of 1958. Toward this end., b.. Strengthen the authority of the Joint Chiefs of Staff in intelligence coordination by: (1) Increased intelligence resources. The DIA, which reports to the SecDef through the JCS, will provide a strong centralized intelligence agency at the Washington level. The Current Intelligence and Indications Center was fully activated on 5 Nov 1961 and is supporting the joint War Room. The JCS have forwarded to SecDef recommendations for actions to strengthen the intelligence capabilities of the unified and specified commands. These recommendations include designating the Director, DIA, as their primary agent in providing intelligence support to the commands. 1 Jan 1962 (3) Require JCS to coordinate mili- tary intelligence requirements. The Office of Requirements,. DIA., was scheduled to be fully operational by 1 Dec 1961. Due to a delay in receiving properly qualified and cleared personnel on board,the processing of military intel- ligence requirements has fallen behind schedule. The revised directive will provide for: a. Placing the responsibility for technical control of ELINT on the Director, NSA. b. Establishing a centralized cognizance of ELINT foreign liaison. c. Provided in the NSA reorganization of July 1961, for the attachment of representatives of the Commanders of the Service Cryptologic Agencies to the National Cryptologic staff, and at the same time, eliminated the additional duty of the representatives as office chiefs (GENS-l, 2, 3) in the Production Organization. d. Published a revision of operational doctrine (OPDOC No. 8) providing for the tasking by NSA of ELINT resources of the Service Qryptologic Agencies.
