This memorandum, submitted in response to the request contained in Reference (a), reports the status of action by the Office of Training in connection with Joint Study Group Recommendation No. 13 since the trans- mittal of Reference (b). 2. Upon the invitation of the DTR, DIA, visited 25X1 I bn 14-15 November along with the AC/DCI and his Staff. During this visit it was generally agreed that DTR could take no further action on JSG Recommendation No. 13 until DIA was prepared to deal with the question of training in intelligence activities within the De- partment of Defense. 3. On 21 November, at the request of DTR and C/PPS 25X1 met with Lt. Colonel J. H. Cushman, USA, and Major A. C. Greenleaf, USAF, of Mr. Solis Horwitz's office, to discuss various aspects of Recommendation No. 13. At this meeting DTR was informed that General Joseph F. Carroll had named , USA, as the 25X1 Director of Training for DIA. reporting date in this 25X1 capacity was not firm, but DTR was told that he would be responsible for representing DIA's interests in working with us in effecting the solution of problems presented by Recommendation No. 13. On 26 January met with A/DTR and OS TR and was invited to visit the 25X1 accepted the invitation for a date to be worked ou a er. He informe A/DTR that Mr. Horwitz's office has issued a series of directives to the service components against a 15 February deadline. The responses to these directives are to provide DIA with the basis for entering into nego- tiations with OTR on JSG Recommendation No. 13. This is as far as OTR can go until DIA is prepared to enter into detailed negotiations on this subject. We have no indication at this time as to how soon after 15 Feb- ruary DIA will be ready to initiate negotiations. 5. Meanwhile, in the clandestine training support field OTR has con- tinued to provide training materials and services to USAINTS. Specifically, 25X1 the following actions have been taken: b. Duplicate copies of training films from OTR's Library were made and placed in the custody of USAINTS for use in their training courses, c. Arrangements are being made with the concurrence of CI Staff to provide separate CI/CE training to USAINTS faculty members by OTR at Headquarters, CIA. d. While outside the clandestine training field and at the request of SR Division, OTR is offering a lecture in the Military Assistance Institute twice per year on the subject of "Soviet Bloc Military Assist- ance Abroad.
