WASHINGTON
2 OC t 1963
The Honorable John A. McCone
Director of Central.. Intelligence
4 i ashington 25, D.C..
ale National Photographic Interpretation Center (NPIC) has developed
to one of our most important and productive national intelli~e-ice assets.
i believe that recant organizational changes, as agreed between ,ou end
rile. Director, Defense Intelligence gence Agency, have significantly _riIrove.d the
e fectiveness of the NP C. As you know, we have consolidated -hree
;lri, 7. E t?ary detachments at the Center and have designated certain mtLit.ary
personnel to key staff positions. These actions have given [Ii-, jirector,
k e3C, assets and authority coirmensurate with the mission assigue-i to him
by, `s'3,SC1.D No. 8, and have significantly enhanced his capability t, respond
more ra?aicly to our peacetime requirements. In my opinion it .s necessary
at we now jointly address ourselves to the wartime role of N?1 and to
the problem of providing tor a smooth transition of control to t
Department of Defense in the event of hostilities.
In accordance with the provisions of NSCID No. 8, and in light of the
important role that flPIC would play under such a contingency, 1 deem it
essential that a coordinated plan be developed which will pro-vice for the
transfer of N3PIC administration to DOD at a time short of the cceniencement
o: actual hostilities. Absorption of NPIC into the Defense strLcture at some
:specific time prior to hostilities would provide the Joint Chiefs of Staff
ufth the necessary flexibility and control required to meet cxitical military
^eeds. in my .ju.dg rent, such transfer should he made not later than a national
Oeci_aration of Defense Condition 2. This Condition dictates readiness
posture where certain military deployments and selected civil ar Lions may be
necessary and where outside resources are made available to tl.e comiuran_ds.
Until such time as we can reach mutual understanding a'.le ,.~xt.ement on
this matter, optimum military planning in this area cannot be aecorrplished.
Therefore, I suggest that our representatives convene at an c r..y date for
f:he purpose of developing a plan to cover the transitional ph _s~ outlined
above and to resolve any of the administrative and operationa eroblems
tha: such transfer may entail. I am designating the Director, :efense
Lntelligence Agency, as my representative in the accomplishire l: of this
,,fanning.
