NATIONAL SECURITY COUNCIL
WASHINGTON

The memorandum to the National Security Council by
the Survey Group, of January 15, 1949, and the attached
final report by the Group have been received and sub-
mitted to the National Security Council. The report is
now actively under consideration by the Council.
I wish to express the appreciation of the Council
for your willingness to serve as a member of the Survey
Group and for the generous devotion of your time and
thought to this matter over the past year. The final
report together with the two interim reports submitted
by the Survey Group represent definite contributions to
the national welfare, particularly in the present period
of international tension. As the National Security Act
of 1947 indicates, the functions of the Central Intelli-
gence Agency and its relationships with the National
Security Council and member departments and agency are
extremely important in the promotion of the national
security. Your service has been in furtherance of this
great cause.
