This is the eighth such report prepared for Congress as required by Senate Resolution 400 and House Resolution 658. I wanted to convey two messages in this year's report. First, we have made considerable progress in rebuilding the Intelligence Community's capabilities and we are now in a much improved position to respond to national security needs than we were four years ago. On the other hand, we face a number of especially challenging problems that necessitate sustained investment in the Intelligence Community. The traditional targets such as the USSR are becoming increasingly difficult to cover and require additional effort just to maintain current capabilities. At the same time, increased demand by policymakers for more comprehensive intelligence in relatively new areas of concern like terrorism, narcotics, and technology transfer, together with a need to improve the survivability of our intelligence assets in times of crisis or war, have created unprecedented requirements on our personnel and material resources. I believe that this report provides the Congress a more complete understanding and appreciation of the full range of challenges facing the Intelligence Community. Our success in meeting these challenges will be possible only with continued Congressional support. Hamilton Chairman Permanent Select Committee on Intelligence House of Representatives Washington, D.C. 20515 Enclosed is a copy of my 1984 Annual Report to the Congress. During these past four years, with the support of the Administration and the Congress, the Intelligence Community has realized significant, necessary growth. The result is a more robust intelligence system today than ever before in our history. We face, however, a number of especially challenging problems. The traditional targets such as the USSR are becoming increasingly difficult to = cover and require additional effort just to maintain current capabilities. To meet these challenges and to provide the timely and accurate intelligence essential for devising and effectively executing a sound foreign policy requires sustained investments in the Intelligence Community. Our FY 1986 budget request that you are currently reviewing is an essential element in these investments. Your continued support is vitally important. Sincerely, Enclosure: As Stated TOP SECRET Approved For Release 2008/04/28: CIA-RDP86B00269R001200120001-4 Approved For Release 2008/04/28: CIA-RDP86B00269R001200120001-4 SUBJECT: Letter to Hamilton, HPSCI re Transmitting the DCI's Annual Report to the Congress DISTRIBUTION: (DCI/ICS 85-4222/C w/att Original - Addressee 2 - DCI 3 - DDCI (ER File) 4 - D/ICS 5 - LLS 6 - D/PPS 7 - PPS Chrono 8 - PPS Subject 9 - ICS Registry DCI/ICS I(8 March 1985) Approved For Release 2008/04/28: CIA-RDP86B00269R001200120001-4 Approved For Release 2008/04/28: CIA-RDP86B00269R001200120001-4 The Director of Central Intelligence Washington.
