Dear Mr. President:
Enclosed is a copy of my Annual Report to the Congress on the Intelligence
Community for calendar year 1984. This is the eighth such report prepared for
Congress as required by Senate Resolution 400 and House Resolution 658.
I wanted to convey two messages in this year's report. First, we have
made considerable progress in rebuilding the Intelligence Community's
capabilities and we are now in a much improved position to respond to national
security needs than we were four years ago. On the other hand, we face a
number of especially challenging problems that necessitate sustained
investment in the Intelligence Community. The traditional targets such as the
USSR are becoming increasingly difficult to cover and require additional
effort just to maintain current capabilities. At the same time, increased
demand by policymakers for more comprehensive intelligence in relatively new
areas of concern like terrorism, narcotics, and technology transfer, together
with a need to improve the survivability of our intelligence assets in times
of crisis or war, have created unprecedented requirements on our personnel and
material resources.
I believe that this report provides the Congress a more complete
understanding and appreciation of the full range of challenges facing the
Intelligence Community. Our success in meeting these challenges will be
possible only with continued Congressional support.
