Dear Mr. Vice President:
Enclosed is a copy.of my Annual Report to the Congress on the
Intelligence Community for calendar year 1981. This is the fifth such report
prepared for Congress as required by Senate Resolution 400 and House
Resolution 658.
This year's report describes some of the major challenges we faced, our
accomplishments in meeting those challenges, and a discussion of the manner in
which we propose to address future problems of intelligence substance and
management. This is followed by reports to me from the Program Managers of
CIA, DIA, FBI, NSA, and State (INR) on the activities, accomplishments and
concerns for the future of their respective agencies.
I believe this report will enable the Congress to understand and
appreciate the broad diversity of the Intelligence Community and the problems
with which it must deal. Such understanding is essential to the management of
intelligence resources and to intelligence support to national policies.
