Following publication of on the NIO organization and functions, a conference was he in General Graham's office at 1400 hours on 24 October to discuss IC/NIO interrelationships. Present were General Graham. STAT STAT 2. General Graham.expressed satisfaction thati clearly STAT gave the NIOs-a community function rather than a CI unction. 3. Concern was ex ressed as to how the D/DCI/NIO would task USIB committees. uggested the channel should be through the IC, and'Genera Graham said he wanted to be informed as..to NIO tasking of committees so that he could be aware of the workload involved, but he felt the NIO office should be able to task the USIB committees directly. He wanted a monitorship, but not a yes/no role with respect to specific tasks. He felt that USIB committee chairman could come to him IT NIu tasking really imposed problems. had concern as to the ST A Y overloading of committees, noting that he felt his tasking alone had overloaded the SIGINT committee.. 4. It was decided that arrangements should be made for the USIB Secretariat to maintain records of NIO tasking of USIB committees, and that this would enable the D/DCI/IC to exercise such monitorship as he considered necessary. General Graham said that PRG might be the broker for NIO relations with USIB committees. 5. said that he had compared the NIO functions as outline in with the functions outlined in the PRG Terms of Reference an consl ered there were potential overlalsin two areas: a. Both PRG and NIOs are charged with maintaining liaison with consumers and identifying consumer needs. b. Both are charged with evaluation of product. 6. General Graham expressed confidence that Mr. Colby would not allow the Area Products Branch of PRG to be absorbed in the NIO structure, since the DCI wanted an independent evaluation of products. He said that PRG should not be concerned about the NIO role in "product evaluation" and it could expect that a PRG role would be to "critique the NIO product as well as other production in the community." As for liaison with consumers, General Graham drew two over- lapping arcs to indicate the PRG/NIO relationship, indicating that the PRG would be concerned with NSCIC actions, including the key intelligence questions, while the NIOs would be concerned with more time-urgent matters. made a comparison with industry -- the NIOs had the production role and the IC staff had the role of market research and quality inspection. 8. General Graham said it was important that George Carver be involved in NSCIC Working Group matters in some way, perhaps as a member of the group. 9. It was agreed that an early problem would be to get further clarification from the DCI as to the basic position of the NIO staff, out of which would come clarification of the NIO/IC interface. General Graham will meet with George Carver and seek to come to a meeting of the minds on how their two staffs could best interface. In the meantime, the USIB Secretariat will work with the NIO office in the same manner that it has handled BNE matters in the past.
