Approved For Release 2005/12/14: CIA-RDP86B00269 R001500070009-9 5 December 1984 The Director of Central intelligence and members of his staff appeared before this Committee this morning to review the following matters: -- The circumstances surrounding the much publicized manual on psychological operations; -- Whether the Presidential Executive Order 12333 ban on assassinations was violated; -- If the Boland Amendment restriction on seeking the overthrow of the Sandinista government had been violated; and -- If the CIA had funded approaches to the Congress regarding the program, and had coached people being assisted in that regard. The Committee concluded: -- No CIA employee has violated the Presidential ban on assassination-- no violation was intended or implied. -- The intent of manual was to avoid, not promote violence. -- The restrictions of the Boland Amendment have not been violated. The Agency took specific steps to ensure that any contact the people being assisted would have with Congress would not involve Agency direction or funds. -- There was confusion among Agency employees regarding their specific roles in the program of which the manual was a part. The Director of Central intelligence has effected certain internal reorganizations to clarify and strengthen command and control in the Agency and has reprimanded those officers who failed to exercise good judgment or sufficient supervision in connection with the manual.
