Dear Mr. Iwanciw:
Enclosed per our discussion is a copy of the draft
provision which criminalizes unauthorized disclosures of
classified information. While this provision was submitted and
eventually cleared by the Office of Management and Budget (OMB)
in connection with the 1984 Intelligence Authorization Bill, it
was not submitted to OMB for clearance this past year as part
of the 1985 Authorization Bill, given the current climate on
the Hill with respect to NSDD 84.
