The purpose of this draft bill, prepared by the Department of Defense, is to amend various statutes implementing social and economic programs vis a vis DoD contracts so as to raise the dollar threshholds in the contracts which trigger the programs' involvement. The areas to be affected are: Davis-Bacon Act, Service Contract Act of 1965, employment of the handicapped, Walsh-Healey Public Contracts Act, affirmative action for veterans, access to records by the Comptroller General, purchases of items composed of recoverable materials and contract opportunities for small business concerns. The only Agency interest in this legislation would be to obtain similar benefits if DoD is ultimately successful and if the Agency is subject to similar ?restrictions. Accordingly, no Agency action is required at this time. Generally, the threshholds is being raised from $10K to $25K. In the case of certain petroleum purchases, however, it is being raised to $100K. The justifications are inflation and the resulting freeing up of resources to devote to the large contracts' monitoring and enforcement. 1/17. Sent to for comment.
