Recently Introduced Legislation Prohibiting the Recording of
Telephone Conversations Without the Consent of all Parties to
the Communication
Your memorandum dated 31 January 1984, Same Subject
The Office of Personnel perceives no effect of the proposed legislation on
any existing CIA personnel management system, regulation, policy or
procedure. However, if the legislation is adopted, and depending on OOC's
interpretation of CIA exemption, we assume that an Agency-wide announcement
would be circulated and/or the prohibition would be included in the
appropriate regulation.
