I am returning to your office) (letter to the
President addressing polygraph usage by the Federal
Government. It is my understanding that the Office of
Personnel Management (OPM) has Government-wide responsibility
for the civilian personnel security and suitability program,
and that OPM grants approvals to various Federal agencies
permitting their use of polygraph examinations for such
personnel screening purposes. For this reason, since
concern has to do with the Federal Government's use
of polygraph examinations and not those conducted simply at the
Central Intelligence Agency, I believe that OPM may be the more
appropriate agency to prepare a response
