To provide for the establishment of a national strategic materials and minerals
coordination program, and for other purposes.
IN THE HOUSE OF REPRESENTATWES
JANUARY 6, 1983
Mr. KoaovSEK introduced the following bill; which was referred jointly to the
Committees on Interior and Insular Affair and Armed Services
A BILL
To provide for the establishment of a national strategic materi-
als and minerals coordination program, and for other pur-
poses.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That (a) this Act may be cited as the "National Strategic
4 Materials and Minerals Assessment Act of 1983".
5 (b) The Congress finds that the United States lacks
6 known domestic resources from which to produce, in neces-
7 sary quantities, certain materials and minerals essential to its
8 national security, industrial base, and economic well-being.
9 The Congress therefore declares that it is in the national in-
10 terest to:

1 (1) Develop an indepth evaluation of domestic and
2 international strategic materials and minerals resources
3 supply and demand.
4 (2) Implement a specific program to coordinate
5 ongoing efforts of strategic materials and minerals as-
6 sessment for this country.
7 (3) Establish a managerial framework for contin-
8 ued assessments of strategic materials and minerals
9 supply.
10 (4) Take positive action that will promote our na-
il tional security, help insure a healthy and vigorous
12 economy, create American jobs, decrease the Nation's
13 strategic minerals and materials vulnerability, and pro-
14 tect our natural resources and environment.
15 DEFINITIONS
16 SEC. 2. As used in this Act, the term-
17 (1) "Secretary" means the Secretary of the Inte-
18 rior; and
19 (2) "strategic materials and minerals" means
20 those natural resources essential to the security, indus-
21 trial base, and economic well-being of the United
22 States, as determined by the Federal Emergency Man-
23 agement Agency.

1 TRANSFER OF JURISDICTION
2 SEC. 3. All programs, functions, responsibilities, and
3 personnel of the uranium resource assessment program, as
4 established under the authority of the Department of Energy,
5 shall be transferred to the Department of the Interior. Such
6 transfer shall include the Grand Junction facility, Grand
7 Junction, Colorado, and all operating funds remaining in the
8 uranium resource assessment program on the date of enact-
9 ment of this Act.
10 MINERALS AND MATERIALS ASSESSMENT
11 SEC. 4. (a) The Secretary shall establish a national stra-
12 tegic minerals and materials assessment program within the
13 Department of the Interior, for purposes of carrying out the
14 provisions and goals of this Act. Such program shall utilize
15 the management framework and personnel of the uranium
16 resource assessment program.
17 (b) The duties and functions of the Secretary under this
18 Act shall include, but not be limited to, activities which-
19 (1) monitor, evaluate, and coordinate on a con-
20 tinuing basis the programs and activities of the Federal
21 Government so as to carry out the provisions of this
22 Act;
23 (2) identify and classify the Nation's areas of po-
24 tential strategic material and mineral deposits on the
25 public lands;

1 (3) identify policy conflicts with respect to re-
2 source management and strategic materials and miner-
3 als supply;
4 (4) establish periodic reviews of strategic materi-
5 als and minerals issues including resource assessment,
6 supply and demand, stockpiling, and conservation; and
7 (5) establish an early warning system which will
8 monitor the conditions of supplies and demands for
9 strategic materials and minerals. Such early warning
10 system shall be designed to notify the President and
11 the Congress of strategic material and mineral short-
12 falls in a timely manner, and to provide recommenda-
13 tions to alleviate such shortfalls.
14 PUBLIC LANDS
15 SEC. 5. (a) The Secretary shall conduct continuing stra-
16 tegic materials and minerals assessments of the public lands
17 in such a manner that will not be injurious to fish and wild-
18 life, watersheds, cultural resources, habitat, or other re-
19 sources of the public lands.
20 (b) Nothing in this Act shall be construed to amend,
21 repeal, or modify any provision of the Wilderness Act (16
22 U.S.C. 1131 et seq.) or the Wild and Scenic Rivers Act (16
23 U.S.C. 1271 et seq.), except as provided in this subsection:
24 (1) The Secretary may initiate strategic materials
25 and minerals assessments on public lands withdrawn

1 from mineral entry to the extent that such assessments
2 can be accomplished with minimal surface disturbance.
3 (2) Any materials and minerals assessment on the
4 public lands shall occur with the consultation and coop-
5 eration of the agency having management jurisdiction
6 over such lands and resources.
