In response to a Director of Personnel (D/Pers) need ?to understand what his policy alternatives are in dealing with the referent memorandum, I offere nnn-illnntion with Legislation Division, and Deputy Director of Personne to prepare a paper that addresses the background and current state of this issue, a forecast of the future, and conclude with a range of policy options available to him, from our perspective. 2. My plan was to arrange for appointments with appropriate office of Management and Budget (OMB), Federal Bureau of Investigation (FBI), and National Security Agency (NSA) personnel, for two purposes. First, I think it appropriate for us to establish or reestablish liaison relationships with each. Second, we need to gather current information to support our study. 3. With OMB we need to understand the current state of the General Services Administration (GSA)--drafted "Federal Employee Relocation Allowance Reform Act of 1983." By way of background, the GSA and Office of Personnel Management (OPM) have been working for some two years or so, at OMB direction, at changing those provisions of the Federal Travel Regulations (FTRs), that control permanent-change- of-station (PCS) domestic assignments for all federal civilian agencies. The GSA has drafted legislation. The OMB on 6 May 1983, requested the views of all federal agencies on the legislation as drafted.The CIA-submitted its views (OGC 83-04769, dated 8 June 1983)--supporting the DOWNGRADED TO UNCLASSIFIED WHEN SEPARATED FROM ATTACHMENT Approved For Release 2008/10/24: CIA-RDP86B00338R000400470005-4 Approved For Release 2008/10/24: CIA-RDP86B00338R000400470005-4 .L)1NrL)tNIIf.kL legislation almost without exception. The OMB has most recently indicated that it is working'.on the issue as hard as it can and does not feel it appropriate to meet face to face to discuss the subject further. We are in the process of arranging appointments with appropriate GSA personnel in an attempt to obtain the same information that OMB is unwilling to provide. 4. The Office of Personnel (OP) is arranging appoint- ments for us with the FBI and NSA so that we can determine: -- the difficulties each is encountering with domestic PCS assignments under existing FTR allowances; -- what independent action, if any, have they initiated or might initiate in the face of enactment not prior of late 1985; .-- what views they expressed to OMB on the draft GSA legislation; and -- anything else bearing on the issue. 5. I have already dis' ussed the issue of the inadequacy of the FTR's as they govern domestic PCS entitlements with the HPSCI, in the cont6xt of the Agency's unsuccessful attempt to use the DCI's authority to unilaterally remedy the problem for CIA employees. Based upon this discussion, I already have most of the Congressional viewpoint for the paper to D/Pers. 6. I asked the OP to relook at several aspects of the "domestic relocation allowance" issue to ensure that the Agency had a solid, defensible program for any eventuality. Specifically: -- does OP fully support the draft GSA legislation; -- if not, where does it not meet Agency require- ments; -- if not, does the D/Pers want a revised "views" letter submitted to OMB; is the Congress (HPSCI and SSCI specifically) aware of the Addition To Compensation (ATC) and Mobility Incentive Pay (MIP) allowances that the DCI has authorized; 2 r,nkmr MTlA1 Approved For Release 2008/10/24: CIA-RDP86B00338R000400470005-4 Approved For Release 2008/10/24: CIA-RDP86B00338R000400470005-4 WONHJD N ! l,AL ? is the Congress (HPSCI and SSCI specifically) aware of'a proposed Agency initiative to increase both the ATC and MIP allowances for want of legislative approval of our Domestic Relocation Allowance initiative or amendments to. the FTRs; -- if not, should our oversight committee staffs be briefed; and what impact would enactment of the draft GSA legislation or something similar have on the the ATC and MIP allowances that were authorized, at least in part, to accomplish the same end that the GSA-drafted legislation will accomplish. 7. I would hope to have the fact finding for and drafting of the paper for D/Pers done so that we can receive a final copy by 30 September 1983.
