Thanks for the attached. I am sure
that you will see that this is consistent
with and indeed fits into the'85 Program
Guidance. John's overall reaction was
that it needs to be rephrased in a more
positive manner in many places. In the
overview, for example, it would be better
to say that the unfolding world situation
has confirmed our original assessment rather
than to say nothing has happened on the
world scene to change our view, etc., etc.
We realize that this is an early draft and
that you will be receiving comments from
others. Keep us posted as it gets polished
up.

1985 Intelligence Capabilities Study
1. Per John McMahon's request, attached is
a copy of the first, and very rough, draft of
the update to the 1985 Intelligence Capabilities
Study. We are currently reviewing it within the
Planning and Policy Staff and intend to prepare
a second draft over the weekend. Additionally,
we are preparing the initial draft of the DCI's
Goals and Objectives which we expect to have
ready by the end of this week. And as you know,
the DCI's Annual Report to Congress has just been
completed and disseminated. We ecognize that
all three of these documents an
FY-85 Program Guidance must be totally consistent,
and we will provide comments to :Bill by the end
of this week aimed at ensuring this consistency.

MEMORANDUM TO HOLDERS OF: 1985 Intelligence Capabilities Study
Introduction
In a 4 March 1981 memorandum to the Director of Central Intelligence, the
Assistant to the President for National Security Affairs requested an estimate
of the intelligence capabilities that the United States would require in 1985
to serve as a blueprint for incremental augmentation of currently programmed
intelligence capabilities and as a guide for outyear funding. The estimate,
entitled, 1985. Intelligence Capabilities Study, was published on 20 October
1981 and presented by the DCI to the President in December 1981. The
President, in a memorandum to the DCI dated 6 May 1982, acknowledged the study
and commented that it formed an excellent basis as a planning document for
improving the quantity and quality of intelligence needed by the country. The
study, in turn, served as the basis for the Goals and ObjeG.tives of the
Guidance for the formulation of the National Foreign Intelligence Program FY
Director of Central Intelligence for the years 1984-1990, and for the DCI's
1984-1988. (S)
The Intelligence Community, at the direction of the DCI, has reviewed the
1981 study to assess the continuing validity of the intelligence challenges
identified in the original study and to evaluate the progress made by the
results of this review form the major part of the report.
Intelligence Community in implementing improvements in the overall 25X1
intelligence system deemed necessary to address the specific challenges. The

The challenges a merated in the 1985 Study haveithstood the test of a
series of international crises and changes in several key Community
positions. The Challenges have been reviewed by the present set of Community
leaders, the Intelligence Producers Council and the Executive Steering Group
for Strategic Planning, and except for several refinements, have been
reaffirmed. World events in "1982 .ranging from arms reduction talks with the
USSR, increasingly divergent perceptions from West European countries of vital
interests, Third World instability and international economic concerns,
together with the Lebanese and Falklands crises confirmed the concerns
expressed in the challenge areas. As a result of this review and the play of
world events, the Community can continue to direct its planning efforts along
the broad outlines established in 1982.
