SUBJECT: National Systems Briefings
REFERENCE: Your Memorandum, Dated 24 May 1983

1. I have reviewed your proposed talk on national systems
to your SIGINT chiefs as well as the NATO Military Committee and
I find no item which is particularly sensitive or revealing; hence
do not object to its presentation.
2. I would like to observe that while the presentation lacks
specifics of our systems, it does present a comprehensive assessment
of our capabilities and for that matter, gaps. I would suggest
that you not provide copies of your presentation. nor permit
recordings of it.
3. Such a concern, however, would have more impact on a
military.situation and I submit you are probably mn a better
position to assess that than I.
4. Hope you have a good visit and successful meetings.
