FYI. Attached is the package that was
forwarded to Congress. This obviously
relates to the work you are doing in
response to NSDD 108. I believe the DCI
plans to think about all of this, as well
as the work that is doing,
and decide what he wants to do next. I
believe he is leaning towards the NIO
proposal. I would think you wouldn't want
to get out in front of him on all of this.
