Follow-up Items/Highlights
I. Follow-up on your 2 February 84 package (Tab 1).
A. Special Activities:
-- Understand you discussed this with
trip.
-- DDO is refining its Covert Action Planning Group process.
-- =should have for you today an inventory of existing
programs and suggestions for where funds could be diverted
to other more urgent programs, if required.
-- Agree that we need to do some missionary work to educate
NSPG members on the realities of HUMINT.
-- To that end, John Stein has pulled together the package at
Tab 2, which provides a feel for what goes into recruiting
sources from various cultures.
C. NSDD 84. Realizing that Meese's confirmation as Attorney General
could be _Tie dliostage by opposition to the NSDD, the Administration has
directed that two provisions be held in abeyance. The moratorium on
using the revised SCI secrecy agreement is continued pending further
notice (para lb). (This means we revert to using the agreements in force
before NSDD-84.) Secondly, efforts to develop implementing regulations
to use polygraphs in leak investigations are suspended pending further
notice.
D. FOIA. As noted in cable, FOIA went very well. In sparring with
one of tFe-Till's detractors, Boland clearly stated there would be a bill
giving CIA relief, the only issue was the form it would take.
-- We presented a strong case at the 7 February hearing on
leaks. Attendees apparently are now convinced leaks are a
real problem (see Tab 3).

E. Intelligence Assets in Wartime. Ken McDonald (Historian) and his
people are taking a careful look at t is issue, going back to World War
II. He should have something by the end of next week.
F. Radio Marti. See Tab 4 for recent report that sheds some light
on what we can expect from the Cubans if Marti goes through. Understand
Bud McFarlane is debating whether to hold a SIG or CPPG to review
comments.
H. Terrorism.
is working with DDI/DDO to pull together the
think piece you requested. Should be ready by today.
Draft NSDD. See Tab 6. Have continued to insist on
insertion of "nonlethal" in appropriate places or a revision
of the Executive Order. NSPG has yet to meet -- I think
they are waiting for you. Defense and others want us to

II. Hightlights
-- I have the Goals Exercise material for you. Think it would
be worthwhile to pull together a group of doers from each
Directorate to cull out things we can fix now without delay
as well as picking most appropriate statements of goals,
mission, etc.
-- The positive benefits of the exercise could be lost if the
troops do not see something tangible coming out of it right
away. I mean two weeks.
-- Upcoming Hearings.
-- See Tab 7 for hearing schedules and preview of Arms
Control and CI hearings. You might want to zero in on
the latter. Your being there should tamp down the
emotionalism somewhat.
-- Moscow Problem.
-- See Tab 8 for good paper bye on dealing with Syria
after Lebanon; was distributed to PDB principals.
-- 22 February SSCI Hearin on Utility of Polygraph. NSA and
presente strong cases or use o polygraph
for our two agencies. Staffers reported that Goldwater,
Moynihan and Huddleston were very complimentary.
-- Secure Commo While Traveling, came back with
some suggestions on how we could arrange secure commo for
trips. Sounds like a good idea -- asked Commo to check into
it.
-- 23 February HPSCI/SSCI Overview Hearings. Piece of cake::
