--General Williams has asked for your advice regarding the
appropriate level of S&T intelligence support the Community should
provide to NATO to respond to a complaint from the Chief of Staff of
SHAPE regarding the lack of key S&T data for NATO customers. Gates, as
Chairman of the NIC, has action.
--Eloise forwarded the CIPC study on narcotics for the DCI to release

think the DCI intended to touch base with Stilwell as well as
as a courtesy on the Bross/CI business. Stilwell may have fallen
ugh the cracks and Defense's nose apparently will be out of joint if
someone doesn't talk to him before the final decisions are made. Could
you check with the Director and see if he has done this and ensure that
either he or you do so.
--Anne Armstrong wrote you and the DCI thanking you for your recent
presentations before PFIAB.
--See Tab D for the tentative McFarlane agenda. I will fill you in

--You might want to be aware that Beal's working group for the crisis
management facility is progressing rapidly toward establishing a video
conferencing capability. This could require about $22 million or so from
the Agency. Beal has a Colonel Lane in Defense exploring how to handle
the budget requirements with the Congress. Options are for each agency
to handle individually and apprise their individual committees or to lump
it all together in project 0 Do you think this is something you
would like to know more about at this stage or do you want to let it
bubble along a little bit more?
--Heads up from Clair on two items: 1. The HPSCI staff held
hearings on Nicaragua on 25 January and plans a full hearing on 31
January at 2:30. The game plan is for Dam to be the main witness to take
the policy heat and to have Dewey and Stein accompany him.
--Bill Donnelly would appreciate your support with NSA on the
following two items: 1. In the aftermath of the difficulties with commo
in Grenada, JCS has agreed to clear Channel 7 of FLEETSATCOM for us and
to have NSA get on another channel by 15 February so that its high
powered transmissions will not interfere with us.
--Just want to make sure that you are aware that the FOIA hearing on
y is an open public hearing.
advises that at a 22 February meeting of the Law
cement Coordination Council, Bud Mullen plans to make a pitch for
dership in the narcotics area. Heads of various law enforcement
agencies like FBI, Customs, ATF, IRS, INS, etc., will be there. Mullen
would like you to participate and make some remarks on where we are going
analytically. Given the heavy law enforcement context, believes it
would be better if he provided some background information to DEA to
