Security for the 1984 Olympics --Unique organization of 1984 summer games. o For the first time in the history of the games, the 1984 summer games are not being sponsored by a government per se. o The Los Angeles Olympic Committee is a private, non-profit corporation that is contracting for all required services, including police, etc. --Government Organization for Countering Terrorism. Spelled out in the attached NSDD-30 and wiring diagram. Relative to this case, the FBI will likely be the lead agency in managing any terrorist incidents. --Federal Effort on Olympic Security. o Mike Deaver heads the White House Task Force and is official Government coordinator; a Ken Hill, a well-respected RSO, is doing most of the leg work for Deaver on security issues. o The Interagency Intelligence Committee on Terrorism has a Subcommittee on the Olympics chaired by the FBI. Active since last summer, this group meets regularly. o The FBI has responsibilities for managing any terrorist incident that occurs; it also has "jurisdictional authority" for protecting any foreign dignitaries. o The Los Angeles Police Department, Sheriff's Office, and other municipal police organizations have local jurisdiction for the physical security of the games. There are some turf squabbles between them and the FBI. An MOU was signed, but problems remain. -- I understand the Los Angeles Police Department is considered one of the best departments in the world. Its Chief earns $125 thousand per year (read it and weep) and captains are paid the equivalent of SIS salaries--about $60,000 per year. They are considered to have the best Swat team, and this group has lots of experience under its belt. This Center will provide daily reports to the police commanders at the various Olympic sites. It will be the repository of all information we provide. Flow of Information The Intelligence Community is providing intelligence through the FBI to the ATOC and LA PD. --This information has included a large body of research material, which includes profiles of known terrorists and terrorist organizations. Any threat information collected overseas will be provided immediately. --ORCON restrictions have been lifted for this purpose. --We have here a similar problem regarding the nexus between intelligence and law enforcement as we have in the narcotics area. Concern exists about protecting sources and methods; educational efforts are taking place on both sides. We, in effect, are playing a broker role between the FBI and the police. --In addition to intelligence on terrorists per se, the Community is providing useful background data so that the local police and others will understand that one should not put South Koreans on the same bus with North Koreans, etc. This is referred to as the "antipathy index." The Terrorist Threat. --Threat information is one of the Intelligence Community's key inputs. --Analysts believe the greatest threat stems from the Armenians. o Los Angeles has the largest Armenian population in any city in the US. o No Turkish Consul General in Los Angeles has returned home alive in the last 30 years. (In January 1973 both the Consul and Vice Consul were killed, and in January 1982 the then Consul was killed.) o Two groups are of primary concern, JCAG (Justice Commandos of the Armenian Genocide) and the ASALA (Armenian Secret Army for the Liberation of Armenia). Approved For Release 2007/06/15: CIA-RDP86B00885R000100060010-9 Approved For Release 2007/06/15: CIA-RDP86B00885R000100060010-9 o The Iranians may not be able to resist the temptation of taking advantage of the world stage that the Olympics will present to strike against its key enemy, the US. o DDO, however, does not think that the Iranians have the necessary infrastructure to do something in Los Angeles. o Concern exists, however, that fears about Iranian terrorism could become a self-fulfilling prophecy. --Syria and Libya are both considered possibilities because of their State-supporte terrorism. They are considered a less likely threat, however, than Iran or the Armenians. Unique Physical Security Concerns. --The games will take place at a total of 22 sites in the Los Angeles area. --The games are spread out over a distance of 160 miles, even though they all take place within a 60-mile radius of Los Angeles. --Athletes will be housed in residence halls at four different University of California campuses. Providing security to athletes while they are in transit is a particular concern. --The President will open the games and the Vice President will close them. Communications (see attached diagram for proposed Commo hook up). --FBI Headquarters will have secure Commo links to the ATOC. The Intelligence Community will feed information to the FBI, which will forward to tho OC. We are working on getting KY-71 secure phones so that Headquarter irectly. An communication will be assigned --We are working on a direct link between ATOC and IMS to provide 24- hour secure name trace service. --Commo will be doing a survey of the Los Angeles area in March to ensure that everything needed will be in place. Miscellaneous --DDO/CTG plans to have five people at the ATOC, beginning a week before, through the games. Will be a 24-hour operation. --Sent people to Yugoslavia to learn from their experience, provide them help, and ask for their help in return. (Recall Carlos connection.)
