Regarding your potential question from Durenberger:
1. notes that the Director gave a firm commitment that
we would voluntarily review historical records for 11ossible declassifi-
cation. The game plan is that once FOIA is passed will be ready to
move to implement this "historical access program. Durenberger
apparently promised to obtain additional resources that might be
necessary for this program. The Historian, will be asked
to identify topics of potential interest to historians/academicians.
These topics would then be cleared by the system. If agreement were
reached, these materials would then be reviewed for declassification. He
emphasized that he's talking about old material, probably 30-40 years old.
2. believes the Director's commitment was so strong that we
might be o igated to implement such a program whether or not the FOIA
bill goes through.
