You may hear some flack from) labout the decision to send
a DDO and DDI representative to participate in an NSC Staff briefing of
Congress on the new NSDD on terrorism. I spoke to about
this. John feels very strongly that NIOs should not brief Congress as
representatives of CIA. Last week he specifically advised Gates that
should not participate in the Congressional briefing on
CIA's behalf on this subject.
