making a few remarks at the symposium dis-
cussed in the attached on the "state of
intelligence" and will later participate
in a panel discussion on electronic warfare
and RDT&E programs. Would you please pro-
vide any suggestions or background information
that he should be aware of for the panel
discussion only. I am sending along the
program so you can have an idea of the
speakers involved, etc. We will need this
information no later than 6 October.

TECHNICAL SYMPOSIUM
12-13-14 OCTOBER 1982
SAN FRANCISCO, CA
The Department of Defense and the Joint Chiefs of Staff, as well as others,
have emphasized the importance of,U.S. microelectronics technology in providing
a meaningful advantage as an offset of Soviet quantitative superiority. This
has particular significance in Electronic Warfare (EW) where there is a premium
on quick, effective. response to the threat which is rapidly increasing in
sophistication as well as quantity.
The theme for this year's Technical Symposium is: "EW-??A new Era is
Dawning." This theme will be developed by highlighting the revolutionary VLSI
technology transfer to engineering applications: new innovative EW systems
concepts; development, production and OT&E of EW equipment; operational training
and deployment tactics and new perspectives of the threat.
The Chairman is Dr. William J. Perry, Managing Partner of Hambrecht & Quist
and former Undersecretary of Defense Research and Engineering.
The International Co-chairman is Mr. Hans Eberhard, former Armament Di-
rector, Ministry of Defense, West Germany.

The technical symposium session on 12 October 1982 will be held at the
unclassified level in the San Francisco Hilton and Tower Hotel. The sessions on
13 and 14 October will be conducted at the US Secret, NATO Countries, New
Zealand and Australia level in the O.S. Navy facilities at Treasure Island.

PANEL DISCUSSION
INTELLIGENCE SUPPORT TO EW
I. The Requirements (HAWKINS)
Intel must support a broad range of E14 needs from RDT&E to planning to combat
operations.
Examples are: systems RDT4E
operational test and evaluation
doctrine & training development
systems reprogramming
operational planning
combat operations
targeting
II. The Response (PANEL)
The intelligence community currently has many, initiatives underway to support
these requirements.
(NSA) Support to exercises (training & procedures development)
Operational experiments (learn as we do)
NCWR (removal of Green door as inhibitor)
NATO developments (facilitate combined ops t data exchange)
Data bases (current OB)
Composite modeling (structural/behavioral description of target)
Threat projections (looking ahead)
Seniors meetings (share requirements and initiatives)
III. The Challenge (PANEL)
Improve understanding of target (know your enemy)
Keep abreast of evolving doctrine/requirements (Air/Land 2000)
Optimize employment of scarce resources
Develop meaningful measures of effectiveness (know payoff)
Shorten development cycle (get capability into field)
Approach challenge together (resolve language and rice bowl issues)
IV. Summary (PAWKINS)
Extemporaneous.
Think the layout above would give a good overview of "what we need to do,"
"what we are doing" and "what remains to be done." Suggest Charlie talk to the
requirement and then each. panel member discuss his perceptions of items II and III
(about 5 minutes each). Charlie would. then summarize and perhaps issue a challenge
of his own.
