2. To assess the progress of our effort to build a roster of NIO
consultants, which began about this time last year, it is necessary to
subtract from the list the consultants who had been provided earlier

two of our candidates for security reasons. One was eliminated by the
initial Security screening; another failed the polygraph test.
3. It should be noted that NIO Consultants Roster does not define
the limits of consultative assistance available to the NIOs. On some
of their work (much of it on regional subjects) they can readily make
use of academic critics with much lower security clearances under much
less formal conditions. In some instances the latter --- specifically,
the absence of a signed contract -- make it possible for some of the
more reluctant academics to work with us, including some who have declined

to enter into formal arrangements. An example of this is F
