NIO Consultants to Date
1. Herewith is the status report on our NIO consultants drive
that I propose to distribute. I believe you may want to see it first.
Some comments are in order, some for you only.
a. Two of our nominees were stopped by Security.
want informed until he had had a chance to
look into it.) I do not know Security's reasons in
either case.
reported this to the DCI today and he said he did not

b. I hook bad because they still have

our NIO's nominees. I wouldn't suggest that they tend to look for
people they believe will agree with themselves; they do, however
seem to me to be looking for people like themselves. Not many 25X1
turn up on such lists.
3. I recommend that you again urge the NIOs to employ the
"generalists" nominated by Stan Turner -- and yourself 25X1
