Such a Regulation would affect CIA/ DDI/SRS only with respect to two small unclassified projects: (a) participation in the USC/FAR interagency committee on external research, and (b) CETA (Chinese-English Translation Assistance project). 2. These items could be covered easily (and perhaps other DDI activities as well) by addition of the following sub-section to the draft's para. 7: Declassified in Part - Sanitized Copy Approved for Release 2012/04/24: CIA-RDP86B00985R000100160003-1 Declassified in Part - Sanitized Copy Approved for Release 2012/04/24: CIA-RDP86B00985R000100160003-1 NOW "e. for routine or regular non- sensitive assistance to various USG inter-agency organizations, groups, committees and the like (e.g., CETA, USC/FAR . . .)" 3. What is involved? (Brief summary of what is needed, plus any available background) Annual CIA Report to USC/FAR. CIA is an Observer (not a Member) of this group. This entails preparing an.annual report, each May, of those projects which the CIA has contracted out in the behavioral and social sciences. (Hardware, tradecraft, and sensitive contracts are not included.) In practice this is a small chore, involving the reporting of only five contracted items this FY (1-OER; 1--OSR; 1.-OSI; 2-ORD). This all goes easily and-coopera- tively, within both CIA and the inter-agency group. USC/FAR's Chairman, Ray Cline, is making progress in bringing greater order to this long-dismal business; no strain re CIA interests. Hal Ford also represents CIA in various meetings and activi- ties of this group during the year; eight. other CIA officers participate in occasional meetings of the group's subcommittees. 25X1 Send to: O/DDI 7E44 Hqs.
