REFERENCE Memorandum, same subject, of 20 September 1977,
from Harold H. Saunders
Mr. Saunders' memorandum asks that the Director of Central Intelligence
designate a representative for interagency coordination on questions relating
to foreign affairs research sponsored by the Federal Government and a clearance
point for foreign affairs research sponsored by the Central Intelligence Agency.
The purpose of his memorandum is to inform you that both these functions will
