In order to meet the deadline for publication of Government-Sponsored
Research in Foreign Affairs, the closing date for receipt of unclassi-
fied project summary sheets for research projects initiated in the 4th
quarter of FY 1978 (and all other new FY 1978 projects not previously
reported) is October 16.
Please fill in the information requested below, attach sheets for any
newly initiated projects, and return to us by the date listed above.
Information should be submitted on the attached SSIE (Smithsonian
Science Information Exchange) form, or on your own agency reporting
form, if comparable.
Attached are copies of the "Working Definition" of Foreign Affairs
Research to assist you in determining which of your agency's projects
should be reported.

Attached are summaries of the new external analysis
contracts let by the Office of Strategic Research in the
fourth quarter of FY 1978 and of the projects proposed by
the Office for implementation during the first quarter of
FY 1979. Please note that three of our projects (titles
underlined in red) are extremely sensitive because of the
sources and methods involved in collecting the equipment
being analyzed and that, in these cases, we would be un-
willing to provide the State Department with copies of
the final reports.
