Request for IC/FAR Research Project Information for 4th Quarter FY 1978 1. For your information and guidance I am attaching the memorandum from the State Department, requesting compliance with Foreign Affairs Research reporting requirements. I order that we may meet the 16 October deadlinez please have your returns to us by COB, 11 October 1978. 2. All foreign affairs research in the social or behavioral sciences dealing with international relations, or with foreign areas and people, whether conducted in the United States or abroad, which are supported by contracts or grants awarded by the Agency must be reported. This applies to all classified and unclassified projects dealing with any aspect of foreign affairs even when there is neither contact with foreign nationals nor travel abroad. 3. You will recall that project proposals involving contacts with foreign nationals, travel abroad?or special sensitivities (see NFAC Memorandum #3077/78, 24 July 1978) are to be reported before a contract is signed. Any projects of this nature in the fourth quarter should already have been reported. 4. Attached are copies of the pertinent forms. The Smithsonian Science Information Exchange (SSIE), "Notice of Research Project," can be used to report unclassified projects.
