The planned ORPA external research projects dealing with the USSR between now and July 1, 1979 are these: --Soviet and East European Media project by RAND, previously reported. This project is tentatively scheduled for renewal to include additional East European countries. The segment on the USSR and Poland is essentially completed, though additional work on the USSR is possible if new leads develop. As reported earlier, the project does involve interviewing of emigres here and in Europe. --Perceptions of the US/USSR balance by the Analytic Support Center (Mathtech). This project involves content analysis of the written statements of selected leaders regarding their perceptions of the Da lance ot power. The project is just beginning. No foreign travel is planned. --Continuation of a current project assessing the attitudes and beliefs of selected members of the Soviet elite by the Analytic Support Center (Mathtech). Begun several years ago, this project will add additional Soviet leaders to a data file being generated through content analysis of their writings. No foreign travel is involved. It is my view that the latter two projects need not be reported to the State Department since they are being carried out under a blanket contract with Mathtech by NFAC and ORD. We have no reason to oppose reporting, however. Letter from the Chairman, DSRC, July 20, 1978 Requesting Special Reporting of "All (Foreign Affairs Research) Projects Currently in Contract which Deal with the USSR in any Respect and which Have Not Yet Been Reported" and Calling for Prompt Submission of Information Regarding any Such Projects That Are Contemplated between Now and July 1, 1979 1. Your attention is especially directed to subparagraph 1. of the letter, which is attached. 2. On subparagraph 2., please note that the desired reporting concerns specifically topics "likely to be sensitive in the current context, even if the projects do not involve travel to the area or contacts with foreign nationals in the US or abroad." This substantially broadens the scope of definition usually applied to FAR projects we are expected to report. 3.
