1. For your information and guidance I am attaching the memorandum
from the State Department, requesting compliance with Foreign Affairs
Research reporting requirements. In order that we may meet the 31 July
deadline, please have your returns to us by 16 July 1979.
2. Attached also are copies of the pertinent forms. The Smithsonian
Science Information Exchange (SSIE) form can be used to report unclassified
projects. The Foreign Affairs Research Summary form is required for

To comply with section VI. B. of the Policies and Procedures for
Department of State Review and Coordination of Foreign Affairs
Research dated January 16, 1978, please have the attached sheet
completed and returned to this office by July 31., 1979.
Attached is a copy of the "Working Definition" of Foreign Affairs
Research to assist you in determing which of your agency's projects
should be reported. Also attached are samples of the forms to be
used in submitting project information.
