1. For your information and guidance I am attaching the memorandum
from the State Department, requesting compliance with Foreign Affairs
Research reporting requirements. In order that we may meet the 11 May
deadline, please have your returns to us by 16 April 1979.
2. Attached also are copies of the pertinent forms. The Smithsonian
Science Information Exchange (SSIE) form can be used to report unclassified
projects. The Foreign Affairs Research Summary form is required for
