1st Quarter FY 1980
Please attach the appropriate research project summary forms for all
external research projects initiated in the 1st quarter of Fiscal Year
1980 (and for all other projects initiated between January 1, 1979 and
September 30, 1979 that have not yet been reported) and return them with
this completed form to INR/XR, Room 432, SA-6, Department of State,
Washington, D.C. 20520, on or before January 31, 1980. Attached is a
"Working Definition" of Foreign Affairs Research to assist you in deter-
mining which of your agency's projects should be reported.
Unclassified research project information should be submitted on the
Smithsonian Science Information Exchange "Notice of Research Project"
(sample attached) or on your own agency reporting form, if comparable.
This information will be cited in the quarterly publication Government-
ponsored Research on Foreign Affairs.
Classified research project information should be submitted on Department
of State "Foreign Affairs Research Summary" Form DS-1728(sample attached).
This information will be cited in the classified volume of Government-
Sponsored Research on Foreign Affairs.

1. For your information and guidance I am attaching the memorandum
from the State Department, requesting compliance with Foreign Affairs
Research reporting requirements. In addition, you will find the State
Department definition of Foreign Affairs Research projects subject to
reporting. In order for us to comply with the 31 January 1980 deadline,
please have your returns to us by 16 January 1980.
2. Attached also is a copy of the Foreign Affairs Research Summary
form (DS-1728) which is required for reporting all Agency research
