The quarterly report to the State Department, in compliance with Section VI.B. of the Policies and Procedures for Department of State Review and Coordination of Foreign Affairs Research, is due by April 15, 1981. 2. Please send me by 10 April completed research project forms for any external research contracts initiated by your office or directorate in the 2nd quarter of Fiscal Year 1981 or initiated in the previous fiscal year but not yet reported. Negative reports may be made by calling me on extension 6754. 3. I am again attaching the present "Working Definition" of Foreign Affairs External Research which describes and illustrates what research should and what research should not be included in your report. As before, unclassified research project information should be submitted on th,e Smithsonian Science Information Exchange form while classified research project information must be submitted on the Foreign Affairs Research Summary form (both forms attached and may be reproduced if necessary). 4. What follows defines key terms and suggests what is to be included and what excluded by participating agencies. External research activities to be reported" in accor- dance with section VI. B. of the Policies and Proce- dures for Department of State Review and Coordination of Government-Sponsored Research on Foreign Affairs is defined below in terms of (1) subject matter, (2) research approaches and methods, (3) type of activity, and (4) cost. 1. Subject Matter From a U.S. perspective, foreign affairs includes a wide range of political, social, cultural, psychological, military, economic, scientific, technological, and other subject areas. Furthermore, U.S. domestic affairs are increasingly linked with matters foreign or interna- tional. A foreign affairs research activity, therefore, is one that focuses, in part or entirely, on recent, con- temporary, or future: ? Attributes, ideas, or behavior of non-U.S. individu- als, groups, societies, or nations, to include studies of discrete areas or peoples, multinational and crossnational studies, and also historical studies with application to the contemporary scene; or on ? Relations between and among nations, including the United States; or relations between and among individuals or groups located in different nations, including the United States; or on ? Ways in which U.S. individuals, groups, ideas, attributes, or affairs are influenced by or influence: affairs in other nations, relations between or among nations, the position or behavior of the Uni- ted States in international affairs. a. All natural (e.g., astronomical, biological, etc.) or technological (e.g., nuclear fusion) studies in which a cultural, economic, political, management or other social dimension, cause, or setting is not also under investigation. b. All studies of U.S. affairs in which a foreign or international dimension, cause, setting, or ramifica- tion is not also under investigation. 2. Research Approaches and Methods Foreign affairs research uses the approaches and methods of one or more of the basic or applied social, behavioral, or policy sciences, and/or the humanities. e.g., Include e.g., Exclude a. Type of Activity External research encompasses all research pro- grams, projects, or other activities sponsored by the U.S. Government but performed by non-Government employees (in the United States or overseas). a. Direct contracts and grants. b. Interagency transfers and intergovernmental loans used to make contract or grant awards to nongovern- mental research per- formers. e.g., Exclude a. In-house research per- formed solely by U.S. Government employ- ees (including tempor- ary or intermittent- but not contract-ex- perts or consultants) whether in the spon- soring or recipient agency. c. Arrangements for the external preparation of data, analyses, studies, reports, conferences, symposia, or data and documentation collec- tions, services, and systems that support researchers. b.
