1. What are the likely costs to the US of ignoring the pressures.
by "upper tier" LDCs for systemic changes in the international system
which enhance their political power and of LDC demands generally for
greater economic benefits from the international system?
2. What are the costs of acceding to LDC pressures and demands?
3. Whichever course we take in dealing with the North--South
diffusion of power, how do we minimize losses for the OECD and gains
for the USSR?
