But O may be right, considering the subject and the amount of interest in it. Some Thoughts on a DCI Seminar on North-South Relations 1. I think such a "seminar" would be most timely considering the various PRC meetings and Presidential briefings that will in- volve the DCI over the next several months. It would also be an excellent opportunity for the dozen or so analysts in OER, ORPA, OSI and ERAC who have been following North-South relations for the past year (and who meet regularly to discuss their work) to inter- act with the DCI on this subject. 2. Our guests should be distinguished spokesmen for different points of view with something to say to each other as well as to us. That is why I think would make an excellent pair. Should the latter not be available, I would recommend either and an articulate spokesman for the LDC point of view). 3. With respect to format, I would favor something along the lines of the following: -- 1700-1815: introductions and substantive opening remarks. Attended by Mr. Bowie and invited analysts and NIOs. 1815-1900: cocktails, informal discussion between guests and DCI. 1900-2000: supper. 200-2130: discussion, with Mr. Bowie summarizing initial discussions, differences in points of view and prognoses. Basically, this is the chance for the DCI (assuming he is unavailable to attend. the introductory session) to focus the discussion on his major concerns and. questions.
