paradox? The USSR's gigantic investment in S&T has
produced the largest S&T community in the world, yet the
USSR lags behind the US in most S&T areas.
2. How would a drastic US slowdown or cutoff of technology sales
and scientific exchanges impact on Soviet S&T performance and
military capabilities?

3. Within this paradoxical situation, why is the Soviet military
S&T performance relatively better than the civilian?
4. How does US R&D and production approach differ from that of
