SUBJECT : "Arms Transfer Problems: Need for More
Research", Thursday, 14 June 1979
1. On the Director's behalf you are invited to participate in a
discussion/dinner on the above subject in the DCI Conference Room (7D64)
on the date and time appointed. Our purpose is to focus on the impact
that greater European participation in NATO defense production will
have on the alliance. The probable economic, political, and military
consequences of this to both European and US defense interests will be
considered. The analytic contributions the intelligence community can
make will be of particular interest.

3. Jerry Sullivan will lead off our discussion, Attached are
some questions that will be addressed and an interesting paper prepared
by William Perry, Under Secretary of Defense for Research and Engineering.
4. The plan for our evening is as follows: The company will assemble
in the DCI conference room between 5:30 and 6:00. Refreshments will be
served. Our discussion will begin at 6:00 and continue until 7:00 when
dinner will be served. After dinner, or about 7:30, we shall resume
