SUBJECT . Plans for the Discussion/Dinner on Pakistan,
Friday, 19 September 1980
1. Action Requested: Signatures on the letters to our invited
speakers and other-agency guests, attached.
2. Background: You approved the proposal for a Discussion/Dinner
on Pakistan on 20 August. We have been able to obtain three outside
specialists on Pakistan: Professor Stephen Cohen of the University of
Illinois, an authority on the military forces in South Asia and a recent
visitor to Pakistan; Selig Harrison, journalist and author of numerous
articles and books on South Asia who is presently focusing his attention
on the Baluchistan problem while a Senior Associate with the Carnegie
Endowment for International Peace in New York; and Associate Professor
William Richter of Kansas State University, one of our younger academicians
but knowledgeable about the political parties of Pakistan. These three
visitors will be meeting with Bob Ames and our Pakistani analysts during
the afternoon prior to the discussion/dinner. From other parts of government,
we have secured acceptances from Hal Saunders, Assistant Secretary of State
for the Near East and South Asia (should he be forced to cancel, we would
hope to get Jane Coon, Saunder's deputy for South Asia); Tom Thornton, the
South Asian staffer on the National Security Council; and William Barnds,
a long-time South Asian specialist and presently on the staff of the Senate
Foreign Relations Committee. Others from this Agency. s yourself and
Bob Gates, are Bruce Clarke, Bob Ames, Helene Boatner, STAT
3. Recommendation: That you sign the letters attached to our outside
specialists and to Harold; Saunders, Thomas Thornton and William Barnds.
