We are writing to invite your participation in a one-day conference
on "The Development and Utilization of International Skills." The Conference
will be jointly sponsored by the Center for Strategic and International Studies
of Georgetown University and the National Council on Foreign Language and
International. Studies. It will be held in Washington in the third floor
conference room of the International Club (1800 K Street, NW) from
9:00 to 4:30 on Thursday, March 11, 1982 (including lunch).
The Conference will bring together a small group of the country's
leading academic specialists and experienced senior federal officials with
foreign policy responsibilities to explore ways in which the international
resources and skills of our universities could be more effectively and
systematically related to the manpower and research needs of the federal
government. There are obviously extensive and seemingly complementary
needs and resources on both sides of this equation that, since Viet Nam in
particular, have been utilized in only the most scanty and episodic fashion
at a tune when the national fortunes clamor for the more effective use
of scarce resources and skills. There are equally obvious prablems on
both sides in achieving such an improvement on present circumstances. But
given the dimensions of our present and prospective research and manpower
requirements in practically all aspects of our international relations, there
is an urgent: need to explore the possibilities and problems involved. In
view of the notable absence of such endeavors during the past ten years
and the inadequacy of existing federal-academic relationships in the
international field, it would be surprising if a group of this sort could
not at least identify some promising approaches to the problem. If so,
it is hoped that the Conference would lead to the establishment of a small
federal-academic task force to develop specific recommendations for action.
The basic idea involved has been discussed with and strongly endorsed
by senior officials in the National Security Council, the Departments of
State, 'Treasury and Defense, the Central Intelligence Agency, the International
Communication Agency, the Intelligence Community, the Arms Control and Dis-
armament Agency, and the Agency for International Development. It has
similar support on the Hill.
