Action Requested. None on this memo, You asked for my comment on Sayre Stevens' memorandum of 4 October and the attached plan for the visit of the university presidents. 2. The plan for the visit was called to my attention a few days after I joined the Agency in July, I considered'it a good one but did not comment because of my limited experience at the time. I still like the plan, but I am now more aware of the difficulties it presents. 3. It seems clear that the success of the effort will turn largely on the impression the presidents receive of our candor and openness. Certainly to create such an impression is the major thrust of the plan. As part of this endeavor it is stated (on page 2 of the plan, top of the page) that "presentations by would appear to-be essential elements of the program, because of widespread concern in academia . . . with 'spying' on campus." In his note, attached at the end of the plan, Jack Blake raises a question regard- in this degree of openness on I share his concern. The = seems unlikely to be a problem except possibly in exceptional cases (where Harvard or other "guidelines" are adhered to literally and some faculty members may prefer to cease communications with the Agency rather than have it known to their administrators that they are communicating). For this reason, I should think a frank descrip- tion of the would be helpful. I think Mr. Blake's suggestion for a black president of a largely black institution on a second go-around is an excellent one. With the caveat expressed in paragraph 4 above, I recommend that you approve the plan.
