Request for Clearance to Speak Before
a Campus Group
1. I request clearance to speak before a group of
about 400 midshipmen and faculty at the US Naval Academy
in late September. The speech was suggested by Mr. Jack
Mendelsohn of the State Department, who is this year a
member of the Academy's Political Science Department. A
copy of the formal letter of request is attached.
2. The conditions governing the speech and pre-
liminary faculty session as outlined in the letter are,
I believe, consistent with DDI Notice 18-4 of 10 March
1976. The topic of my speech to the midshipmen would be
Soviet Naval Strategy--emphasizing differences between
Soviet and Western concepts, as well as between Soviet
peacetime and wartime operations. In my discussion with
the faculty, I would like also to touch on:
-- the role of CIA in military intelligence and
in policy formulation, without reference to
sensitive issues,
-- the problem of orthodoxy and initiative
in the training of Soviet naval personnel,
and
-- some popular misconceptions about the
Soviet Navy.

I do not foresee any difficulty in holding my remarks
on these subjects to the guidelines written in the DDI
Notice.
3. I have notified Mr. Probert, that if I
receive clearance, I would prefer to speak on 29
September.

It was a pleasure to hear from Jack Mendelsohn that your schedule
might make it possible for you to speak at the Naval Academy. May I
propose one of the following dates: Wednesday, September 22, Monday,
September 27, or Wednesday, September 29, 1976. An informal discussion
with 15 or 20 of the members of the faculty, mostly from the Political
Science Department, on a subject of your choice, preferably some aspect
of Soviet naval capabilities, followed in the early evening by an appear-
ance before a midshipmen audience of approximately 400 enrolled in re-
lated political science courses for a brief talk and question-answer
period on the same topic, should be most instructive for us, and we hope
enjoyable for you. Because of your knowledge of the Academy, I know I
need not give you detailed guidance on your audiences, but may I point
out that while all the faculty at the informal meeting will be cleared for
secret, some of the midshipmen will not be, and perhaps faculty and staff
wives and others eligible to attend the larger session will not have any
security clearance, though both sessions are closed to press and general
public. Hence, at the informal faculty session you will have considerable
latitude; less at the evening session. I trust that you will not find this
unduly confining and profit from your knowledge and insights.
As you probably know, since you were graduated, our curriculum has
changed greatly. There are now two majors in political science, one
focused on the American political systems and the other on international
security affairs. Most, if not all, the midshipmen who will attend your
lecture will be enrolled in courses offered by the Political Science
Department, and, more particularly, courses where the area of your talk
would be especially relevant.
I hope your schedule will enable you to arrive at the Academy about
3:30 P.M.-on the date of your choice (Room 37, Nimitz Library) for the
informal meeting with the faculty. At the conclusion of this discussion
at about 5:00 P.M., we wilX proceed to cocktails and dinner, again in-
formal, at which you and your wife, if she would like to come, will be

our guests, prior to your speaking to the midshipmen. Due to constraints
of the Academy routine, the period from 7:15 until 8:00 P.M. is normally
reserved for presentations of this nature. An address of about 25 minutes
is the usual pattern. Additionally, a program of this length will allow
you to get home at a reasonable hour.
In order that we may have some material for the announcement of
your talk to the midshipmen and for purposes of introduction, may I
have, at your convenience, a brief biographical resume.

view your visit as a particularly valuable addition to our Political
Science Department program.
