MEMORANDUM FOR: Associate Deputy Director for
Intelligence
SUBJECT Request for Permission to Deliver
Lecture at the University of-
Pennsylvania
1. I request approval to deliver a lecture on
"Soviet Nationality Problems" to an undergraduate
course in Comparative Communist Politics at the
University of Pennsylvania on April 9, 1976. The
request came from the course professor, Alvin Z. Rubinstein,
who has participated in the Agency's Advanced Intelligence
Seminar and Senior Seminar. Based on my own substantive
knowledge and extensive teaching experience within CIA,
I believe I can use this opportunity to enhance the
image of the Agency's professionalism at a major
university. The university has offered to provide lodging
and travel expenses.
2. The lecture will be adapted
from one I have
given regularly in OTR's USSR Country
Survey course, and
will contain no classified material.
Principal sources
are
listed in the attached outline.
I will be identified
as
an Agency employee at the time of the presentation,
not
before? The views presented will not be attributed
to
the Agency.
