SUBJECT Recuest to Speak at a Seminar on Soyiet
Foreign Policy At the Universi
Kentucky's Patterson. School of Diplomacy
and International Commerce.
1. 1 have been asked to lead a discussion on Soviet
foreign policy and the Soviet perception o,f global change
to a seminar on "Dynamics of Politics in Communist States"
at the University of Kentucky's Patterson, school of Diplomacy
and International Commerce. The seminar will be. held on
December 4, 1978, and I will also be talking on Soviet policy
at a dinner that evening for faculty and advanced students,
2. I would be identified as a CIA employee. I. will
be speaking extemporaneously; no classified materials would
be involved and politically sensitive areas will be avoided..
3. I believe that expenses will be. about $200 to cover
per diem for two days and air fare to Lexington., Kentucky.

with nine graduate students, 8 of whom are in a program aimed at government/
business employment (The :Patterson School of Diplomacy and International Commerce.
They have expressed interest in visits from analysts in communist politics, and
you top the list. Thus, you need not prepare a "public lecture". Instead,
n-c`d arrange for a visist to the seminar and a 1unth with advanced students
I can guarantee a reasonably pleasant time and knowlecdt,eabl.e' students, plus
(of course) I'm not a bad tour guide. It might be a nice vacation for you and
your wife. The date of your visit can be flexible, although Tuesday and Thursday
mornings are the meeting times for the seminar. There are direct flights from
D.G. on Eastern.
