MEMORANDUM FOR: Deputy Director for National
Foreign Assessment Center
VIA Director of Economic Research
SUBJECT Attendance at 30th Annual
Student Conference on US
Security Affairs (.West Point)
1. I request approval to participate as one of the
several seminar leaders at the 30th Annual Student Conference
on US Security Affairs at the US Military Academy (USMA)
during 15-18 November. (This would be the third such annual
conference I have attended for the Agency.)
2. T was invited to participate by Colonel William
Taylor of USMA's Social Science Department on 25 October.
Colonel Taylor, a former associate at the National War College,
wants me to co-chair a conference seminar on North-South economic
relations. As in the past, the preferred method of operation
is for the students to:
organize their own approach. to the material
of the panels;
Q sustain the bulk of the discussion; and
draft a final report that reflects their
views of the issues.
The seminar leaders are expected to:
? perform aSocratic role in initi,411y
channeling the discussions;
referee the seminar;
? provide guidance on points of theory
or practical detail; and
assist in structuring and editing -- but
not drafting -- the final report.

Accordingly, it is not possible to submit an outline of
the treatment of the topic at this time.
3. This conference typically draws about 200 students
from all over the United States. Speakers and seminar leaders
come from the academic world, private research institutes,
the armed forces, and the federal bureaucracy. The intent
is to stimulate constructive discussion on a wide range of
issues pertinent to national security policy. I believe the
Agency?s public image is well-served by a constructive
presence in a substantive area in which we have practical
experience. The particular areas with. which my panel will
deal are at the heart of the subject matter and mission of
this branch.
4. Colonel Taylor indicated that USMA would fund all
expenses for conference participants. In the case of a
federal employee, this would mean only travel and per diem.
The Agency would, of course, bear the personnel cost implicit
in the administrative leave required for my attendance.
5. I am not under cover and therefore, would identify
myself as a CIA employee. A small guidebook prepared for
the conference participants would include a short biographic
note similar to one approved by ,CIA for use in the National
War College directory for 1975/76.
